[FP3] Come back on main tree for android_frameworks_opt_telephony

Description

Instead of reverting android_frameworks_opt_telephony@4427e4e3, I come back on the main branch for android_frameworks_opt_telephony

Test environment

1. Run a test build for ~"FP3/FP3+", BRANCH_NAME: v1-q and FEATURE_BRANCH: 3367-fix-lte-fp3
2. In a second time, after having been merged, we will run a second test session with a stable build
   • internally in a first time
   • then with impacted users

Test procedures

• validate the LTE working

Technical details

Revert the modification which can explain the loss of LTE connection for some users
