mobile data permanently disabled after update (0.17) on FP3+

Summary

After the update from 0.16 to 0.17 I can't enable the mobile data on my FP3+. When I go to the APN settings it shows the message "APN settings unavailable for this user". Changing the SIM slot, reboot the smartphone, enable and disable flight mode didn't fix it.
