Camera: Use alternative flash default on xiaomi, fairphone and gigaset

Camera app was taking time to take photos in low light situations.

Test procedures
Test camera app before and after installing new build. Notice any 2-3 second time delay while talking photos continuously 20-30 pics. (Not burst)
Technical details
In low light situations camera takes a bit time to capture image with camera api2 enabled. In this change, we have enabled alternative flash option by default for xiaomi,fairphone and gigaset, which is disabled by default. (This is not required for all devices)
