Add switch updater pie

Mohit Mali requested to merge add_switch_updater_pie into v1-pie

For test this Feature goto Settings>>System>>Advanced>>Developer options >> scroll down and turn on Use staging OTA server

Now goto home screen and tap on Settings>> System updates>> Click refresh icon at top and check the log URL is change to test URL

Since I'm using same name Feature branch for both Settings app and Updater app. So Changes of both app will be shown by using add_switch_updater_pie

For adding this feature in production build. You have to merge both side in updater app as well as settings app
