Resolve "Mark app_label and launcher_label as not translatable"

Romain Hunault requested to merge 2-mark-app_label-and-launcher_label-as-not-translatable into v1-pie

The idea is to mark app_label and launcher_label as not translatable, so Weblate will not create errors. As the value is based on (translated) variables, it should work.
