wifi: Add chip level callbacks

The following new notifications are added:
1. onChipReconfigureFailre - Invoked if there is an error during
configuration.
2. onIfaceAdded - Invoked on addition of an iface.
3. onIfaceRemoved - Invoked on removal of an iface.
