Exclude setting code maps from APEX 

some APEX modules are running into null-deref when calling
AIBinder_Class_setTransactionCodeToFunctionNameMap (artd).
Don't call the API from APEX modules.

Test: m CtsNdkBinderTestCases && atest -c CtsNdkBinderTestCases
