Revert "Add the haptics team to Ringtone OWNERS."

This reverts commit 1064d6ea and
concludes reverting the ringtone changes made by the haptics team:

54992072 Add back the older Ringtone implementation to allow flag control.

77a0b4ca Remove bad finalizer from Ringtone.
a75567ae Create a Builder for Ringtone, add unit tests.
