AudioPolicyService: Fix SensorPrivacyPolicy guard logic 

The current SensorPrivacyPolicy callback only takes effect
when sensors are turned off from the developer option.
By registering the toggle releated listener the callback
would also be triggered when user turn on/off Mic from
settings->privacy->microphone.
