AccountManager: Update contact default to categories
Description
Make sure new accounts are created with default settings of Groups are per-contact categories
and exisiting installations are migrated to Groups are per-contact categories
as well

Test environment
Settings -> Accounts -> Contacts(/e/ Address book)) -> Account settings(Credentials, sync etc) -> Account Manager -> me@e.email -> Details, click wheel upper right -> ... Contact group method -> default value is Groups are per-contact categories
