input: touchscreen: bu21150: update suspend/resume and get_frame

- Added 3V and 1.8V regulator settings.
- Modified member name of the bu21150_data structure.
- Added keep_block_flag as an argument of get_frame IOCTL
  to release blocking of get_frame IOCTL at bu21150_suspend().
- Added SPI writing for RES2 rising at bu21150_resume
  instead of HWRST toggling.
- Change bit_per_words to "8" in SPI reading (for DMA transfer).
