BACKPORT: Makefile: support flag -fsanitizer-coverage=trace-cmp

(Upstream commit d677a4d6.)

The flag enables Clang instrumentation of comparison operations
(currently not supported by GCC).  This instrumentation is needed by the
new KCOV device to collect comparison operands.
