ARM: dts: msm: Fix cpu-release-addr from enabled address range 



The MSMTITANIUM is expected to have only 2 GB DDR at SOD. Hence choose
an address for cpu-release-addr from available DDR.
Also enable UART on MSMTITANIUM RUMI.
