Revert "ARM: dts: msm: configure VDD_APCC CPR for HMSS alternate PLL on msm8996v3"

This reverts commit fe815eac
("ARM: dts: msm: configure VDD_APCC CPR for HMSS alternate PLL on
msm8996v3").

Register settings have been identified which allow for stable
operation with the HMSS primary PLL.  Therefore, it is no longer
necessary to support the alternate PLL.  Remove the VDD_APCC CPR
voltage restrictions and operating mode limitations imposed by
the alternate PLL.
