USB: gadget: u_bam: Update IPA ep indices to QTI without conditional check

Currently driver is updating IPA producer and consumer ep indices to QTI
only for platforms using USB3.0 DWC3 controller in case of BAM2BAM mode.
This results in driver not updating IPA ep indices to QTI for platforms
having USB2.0 chipidea controller and causes QTI interface setting up
data path over BAM2BAM over IPA. Due to this, RMNET data call will not
work. Hence fix this by updating ep indices for IPA producer and IPA
consumer without any check after connecting pipes with IPA successfully.
