Revert "ARM: dts: msm: add DCC device on MSM8996"

This reverts commit 8b4a7645 ("ARM: dts: msm: add DCC device on
MSM8996")

TZ has locked down DCC XPU. Due to which access to DCC SRAM during probe
is causing XPU violation.

Disabling DCC for the time being until support for unlocking XPU is
added in DCC driver.
