clk: msm: clock-cpu-8996: Rework early clock configuration

Since the bootchain may boot on either cluster, configure
both clusters and make no assumptions about bootchain
configuration. Configure both power and perf clusters to
883.2MHz and the CBF to 614.4Mhz.

While we're here, correct the CBF source in the early_initcall
to actually select GPLL0, rather than QSB that is currently
being selected.
