USB: phy-msm: Move to B_CHARGER state only for PHY based charger detection

New platforms are having SMB hardware which does charger detection and
notify charger type before cable connect status. In this case also,
otg state machine is moving B_CAHRGER state if wall charger is connected
during bootup. This leads to USB enumeration fails if it is connected
to SDP charger after wall charger disconnection as USB doesn't exit/enter
low power mode for wall charger connect/disconnect in case of SMB based
charger detection. Hence fix this by not moving state machine to B_CHARGER
state in case of SMB based charger detection.
