config: Enable LFR3 for qcacld-3.0

Enabling this is also in line with both SODP and other msm8998 devices. WLAN_FEATURE_FILS is required for it.

While we are at it, also enable ICMP_DISABLE_PS and BUILD_TIMESTAMP like on other msm8998 devices.
