drivers: staging: qcacld-3.0: Fix compilation error if QCACLD_WLAN_LFR3 is not enabled 

Fast reassociation is only used when CONFIG_QCACLD_WLAN_LFR3 is enabled. This in turn enables the WLAN_FEATURE_ROAM_OFFLOAD CDEFINES, which is used throughout the code.
