msm: mdss: hdmi: reset TMDS_Bit_Clock_Ratio bit 



When TMDS clock rate is lte 340MHz and downstream
sink doesn't support LTE_340MHz_scramble, reset
TMDS_Bit_Clock_Ratio bit in the sink.
