usb: phy: msm: Add USB HSPHY out of retention support

On few platforms, RETENABLEN bit is not available with PHY_CTRL
register. Also to put HSUSB PHY into retention it is required to use
HS_PHY_CTRL_COMMON register (BIT: PLLITUNE). This change takes care
of the same.
