Revert "ARM: dts: msm: Add SPM PLL management support to MSM8994v2"

This reverts commit bad1c852.
SPM PLL management with characterized CPR margins results in stability
issues due to the reduced margins. Revert this change until all issues
seen with SPM PLL management and reduced margins are flushed out.
