msm: kgsl: Enable UCHE out of bounds checking

Enable out of bounds checking by UCHE. This feature was initially
turned off in 0519dbf8 to workaround
a issue with leaving interrupts disabled while going into fault
recovery.  58ea104d made UCHE
faults not fatal so we can now safely turn back on UCHE bounds
checking.
