ARM: dts: msm: Add DPC property for SA8195 

Add "dynamic-power-coefficient" property to all cores.
The "capacity-dmips-mhz" and "dynamic-power-coefficient"
are used to build Energy Model which in turn used by EAS to
take placement decisions.
