msm: vidc: Continue session within driver

Currently when there is a sufficient reconfig event for
decoders we send this event to client and client does
session continue when there is no parameter change.
Instead, do the checks for parameter changes within the
driver and if there is a change only then raise an event.
Otherwise, just do a session continue.
