wlan: Register action frames for all interfaces

Currently, if SAP interface is present then action frames
are not registered with lim to indicate to upper layers.
But, in case of concurrency or if SAP interface is open
then P2P discovery can fail. As probe requests are not
notified to upper layer.

Register action frames irrespective of any interface presence.
