phy-msm-usb: Put PHY in non-driving mode during charger detection

To avoid PHY interference during charger detection,put PHY
in non-driving mode on charger connect. This requires ulpi
access to PHY, hence as part of this turn on clocks and also
bring PHY out of retention.
