Remove dependence on build hax in makefiles 

Update makefiles to no longer rely on INTERNAL_RECOVERY_FILES. Define
LOCAL_ADDITIONAL_DEPENDENCIES instead.

Set LOCAL_LDFLAGS to properly link recovery executable.
