5651: fix stopping tor service cause random crashes.

The previous fix on tor service stopping ( !10 (merged) ) appeared buggy. Some race conditions could cause a crash: checking that service was off was calling startservice while it was stopping, and finally crashed.

This MR is a saffer attempt to propagate a real stopped status to the Advanced Privacy.
