5651: fix stop orbot service.

Since upgrade to tor 16.6.2 , stopping ipscrambling from UI was buggy (both radio button checked, and no reaction until app stop and restart).

This force the stopping state at begining of the stop process, and ask status update 1second after asking the service to stop.

This upgrade will be used in Advanced Privacy through this MR : advanced-privacy!101 (merged)
