5445-Enable_openPGP_support_by_default

Description

OpenPGP support via OpenKeychain app is disabled by default. This MR enable this functionality by default.

Test environment

Test procedures

Setup new account into ~Mail app.

• Go to settings -> -> end-to-end encryption. Check Enable openPGP support is enabled by default with connected to OpenKeyChain detail.
• compose new mail / reply to any existing mail. Check the mail send process is succeful.
