5342-Enable_openPGP_support_by_default

Description

OpenPGP support via OpenKeychain app is disabled by default. This MR enable this functionality by default.

Test environment

Download & install apk from https://gitlab.e.foundation/e/os/mail/-/jobs/294207/artifacts/file/app/k9mail/build/outputs/apk/debug/k9mail-debug.apk

Test procedures

Setup new account into ~Mail app. Go to settings -> -> end-to-end encryption. Check Enable openPGP support is enabled by default with connected to OpenKeyChain detail.
