Workaround for incorrect EXTRA_CALL_RAT_TYPE in vendor code.

Some vendor modems do not spell the EXTRA_CALL_RAT_TYPE as per
definition in ImsCallProfile.  This is a temporary workaround to make
the wifi call check work for now.
