Implement SplitInstallService

Description

Some applications like TikTok or PayPal that are using GMS can install some features at runtime with a SplitInstallManager: https://developer.android.com/guide/playcore/feature-delivery/on-demand

Implemented AppLoungeSplitInstaller which connects to AppLounge to send install requests.
