Remove JobUtils.java as it won't be used anymore thanks to jetpack's WorkManager API

There is a big expected regression on this MR

Periodic full scan (remote files + local files) isn't trigger every 31 minutes anymore.

-only ScreenOffReceiver can trigger synchronization on this MR
