add base for workRequest to check quota regularly

Description

Extract code to get Quota information from /e/ account into a specific Worker & WorkRequest. Store its value in Account's data & use this worker to trigger notification about quota usage.

Test environment

Use APK from latest pipeline, sign and install with ADB: by manually replacing the old apk. (adb root access required)
