add xxd to community Dockerfile

Issue(s)

user was missing 'xxd' when building "tissot", see https://community.e.foundation/t/xiaomi-mi-a1-tissot-for-e-os-t-v2-1/58598/4

might be a good idea to sync the whole apt-get section between Dockerfile / Dockerfile.community (for simg2img / img2simg)
