Gitlab CI/CD release pipeline

Description

This adds a release pipeline. Due to the nature of a release pipeline, we have not tested it, but it mirrors the configuration of the build pipeline which does work.

Technical details

The "LEGACY" secrets have been set up in GitLab CI/CD settings.

Issues

This should be the last MR involved with #12 (closed) if it works
