Fix jank while scrolling agenda list view on tablet

Bug: 5933793 Agenda - Tablet: Scrolling Frame rate is way to low

Switched from nested LinearLayouts to GridLayout.
Removed weights from AgendaFragment's panes and calculated size programatically.
