fix: deactivation of applications that do not have content rating
Description
When retrieving the list of blocked applications, App Lounge cannot retrieve the content rating for certain applications. As a result, applications that do not correspond to the child's age group are not disabled.
After fixing this bug, we noticed that the initial setup wizard left all applications active, even those that do not correspond to the child's age group.

Technical details
When I retrieve my blocked applications, if an application does not have a content rating, I disable it.
For the first setup wizard, when App Lounge asks if parental control is enabled, parental control is not yet active.
