[Resolv] Removing the relative paths between netd and resolv.

Plan to migrate the code from system/netd/resolv to the new structure
[ i.e. from a single project sub directory into a new git project ]
system/netd/resolv --> packages/modules/resolv
Removing the relative paths between netd and resolv that resolv can be moved
to the new path directly after new git projected is created.
