Deflake IptablesRestoreControllerTest.TestMemoryLeak. 

* Increase the acceptable number of pages. With the current setting, the
  test fails in ~1% runs.
* Perform calculations in a signed type to handle the (rare) case when
  RSS goes down for whatever reason.
