Make sure to set SVC_CRITICAL regardless of other agrs

Commit 45215ae6 introduced window and target arguments for critical
keyword. At this time only zygote have configured these parameters.
In case the options are configured wrong or, in case window is "off"
which is the case for zygote, the service will not be flagged as
critical.
