Rename the runtime linker namespace following ART/Runtime APEX split. 

Remove the kludge in libnativeloader to deal with the inconsistency wrt the
name of the APEX package.

Test: Build & boot
Test: atest system/core/libnativeloader (on cf_x86_phone)
