Set task profiles for read ahead thread

This change was reverted due to a deadlock bug. Resubmitting.
Read worker can't set task profiles as it is in charge of serving I/O
requests post OTA reboot. If Read worker itself sends out an I/O request
(when accessing task profiles) we will end up in a deadlock scenario.
Read worker task profile has to be set by a separate process.

This reverts commit 80eb53c81bec551e4363619fcfc626d3688e516b.

Reason for revert: b/385659495. Adding in a .ro flag that enables this change.
