init: perform_apex_config restorecon apex-info-list

Apex-info-list.xml file is created/updated by apexd(-bootstrap).
perform_apex_config restores its file context. Even though apexd can do
this, but init doing this improves boot performace because apexd doesn't
need to load file contexts.

Checked that apexd-bootstrap duration is reduced:
* cuttlefish: ~25ms (~13%)
* p24: ~60ms (~8%)
