fs_mgr: change the log level in fs_mgr_get_boot_config() 

fs_mgr might try to get a non-existing config through fs_mgr_get_boot_config()
on a device (e.g., for backward compatibility). Lower the log level to INFO
so it won't appear on the recovery screen.
