Upgrade AdvancedPrivacy to v3.1.0 for eOS 3.1.0Beta.

This version of AdvancedPrivacy removes the persistent flag, but it requires instead the REQUEST_IGNORE_BATTERY_OPTIMIZATIONS .

I though I should just add it in privapp-permission xml file (but no other app does it in prebuilts repository 🤔 )
