Do not consider PRE_DIAL_WAIT as live call state. 

When the account selection dialog is displayed,
the call state is PRE_DIAL_WAIT. Hence
hasMaximumLiveCalls API returns true.

Remove the PRE_DIAL_WAIT state from LIVE_CALL_STATES.
